In the trial of the Clearwater 13, Judge Penick fined Bob Minton $500 for breaking an injunction in place between the LMT and Scientology.

In this clip you can see the extant of the crime as Bob walks down the wrong side of a street with a fishing pole in his hand and his attorney at his side.

When Scientology paints Bob as a criminal for breaking an injunction, this is to what they are referring.
